Community Project Funding Requests

Rep. Rick Larsen has submitted the following funding requests for important community projects in Washington’s Second Congressional District to the House Appropriations Committee.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2026. Submission to the Committee is not a guarantee of funding. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Rep. Larsen has certified that he, his spouse and his immediate family have no financial interest in any of the projects he has requested.

Agriculture

Island County Recycling and Reuse Station

$2,800,000

Island County, 1 NE 7th Street, Coupeville, WA 98239

Island County would use the funding to build a new recycling and reuse station to mitigate environmental impacts and reduce costs for local ratepayers.

Lopez Food Center

$2,500,000

Lopez Food Center, c/o Lopez Island Family Resource Center, 23 Peat Lane, Lopez Island, WA 98261

The Lopez Food Center would use the funding to construct a mixed-use food center, including a community kitchen, shared farm stand, rental spaces, and gathering areas for pop-up shops, in addition to a home base for the San Juan Food Hub and local food bank.

Orcas Senior Center Roof Replacement

Orcas Senior Center, 62 Henry Road, Eastsound, WA 98245

The Orcas Senior Center would use the funding to replace a failing roof at its Eastsound facility.

Portable Radio Replacement Project

Whatcom County Sheriff's Office, 311 Grand Ave, Bellingham, WA 98225

The Whatcom County Sheriff's Office would use the funding to support the purchase of new portable radios to replace outdated radios that are failing, allowing deputies to communicate clearly with dispatch and each other.

Shannon Point Marine Center Research Vessel

Western Washington University, 516 High Street, Bellingham, WA 98225

Western Washington University (WWU) would use the funding to support acquisition of a new research vesssel for WWU’s marine and coastal science educational and research activities. The vessel will be available to WWU students and faculty and to WWU partners, including federal, Tribal, state and local governments and other higher education institutions.

Anacortes Community Event Center

City of Anacortes, 904 6th St, Anacortes, WA 98221

The City of Anacortes will use the funding to support final design and construction for a central event space to host large-scale tourist-oriented events, local nonprofit events and private rentals located near the Anacortes’ waterfront and downtown.

Bellingham Central Library Renovation

The City of Bellingham would use the funding to support exterior renovation of the Bellingham Central Library, including updated windows, refreshed main entrance and children’s entrance, ADA door upgrade for children’s entrance, and a refreshed plaza.

Bus Replacement Project

Snohomish County Public Transportation Benefit Area Corporation, 2312 West Casino Road, Everett, WA 98204

Community Transit would use the funding to purchase two low pollution buses and associated chargers that will replace diesel buses that are beyond their expected useful life.

Domestic Violence and Sexual Assault Services of Whatcom County (DVSAS) – Douglas Building Preservation

Whatcom County would use the funding to support renovation of a building used by DVSAS to serve survivors of domestic violence and sexual assault.

Edmonds Food Bank and Community Engagement Space

The City of Edmonds would use the funding to build a new facility to house food bank facilities, a commercial kitchen and community engagement spaces for community partners.

Everett Intermodal Yard and Curve Improvements

Snohomish County, 3000 Rockefeller Avenue, Everett, WA 98201

The project will support preliminary engineering and environmental compliance work to improve rail shipping capability, safety, and reliability for freight and intercity passenger service at the Everett Intermodal Yard. These improvements will benefit both BNSF freight trains and Amtrak Cascades service.

LETI Incubator for Family Success

Edmonds College, 20000 68th Avenue W, Lynnwood, WA 98036

Edmonds College would use the funding to establish a comprehensive community center in South Everett, Snohomish County, catering to the needs of the Latino community. The center will include a Cultural Retention and Arts Center, Vocational School, LETI Cafe (commercial kitchen), Deli-Specialty Store and child care center.

North Portwalk and Seawall Reconstruction Project

$4,000,000

Port of Edmonds, 471 Admiral Way, Edmonds, WA 98020

The Port of Edmonds would use the funding to repair the Port's seawall, which is urgently needed to protect the Port and surrounding community from flooding and extreme weather. The project will also create new public use spaces for recreational activity and replace the boardwalk to improve public access and increase economic development for the businesses on and surrounding the port.

The City of Lynden would use the funding to support design completion and construction of the Pepin Parkway Bridge.

South Marina Terminal Replacement Project

The Port of Everett will replace the existing Dock 1 in the South Marina that has exceeded its useful life, with a new structure that will provide greater utility capacity to serve future small cruise and passenger ferry service.
